Newport News police arrested Robert Keith Packer on Thursday at 12:30 p.m. in connection with a dog attack on Barbour Drive—where two dogs injured four people on Monday and two required hospital care—and charged him with Felony Animal Attack, Dogs Running at Large, and Failure to Pay City Dog Tax.
